I checked adult swim and they do have season 2 but it doesn’t start until episode 18. Other streaming sites only have the undubbed version. Is the only way to watch dubbed episodes 1-18 by buying the DVD/BD? I would rather pay for a streaming version. Edit: Stardust Crusaders English dubbed (1-48) available on Adult Swim iOS and google app if you have a cable or internet TV subscription with Adult Swim. The only complaint I have is the streaming quality. Crunchyroll offers the same episodes with a 480P resolution for free, while Amazon charges 2.99 for an "HD" stream.
