Samsung top load washer fabric softener not dispensing

We have a Samung wf8802rsw front loader.

Everything has been working fine for years but lately the fabric softener is not being properly flushed out of the detergent tray , most of it is still in there after the cycle has finished.

We have checked the water lines for flow and there don't seem to be any blockages. Cleaned the tray and the attached tubing. The problem is still happening.

Has anyone else come across this problem?

I was thinking of removing the blue insert from the detergent tray as it may not be working as it's supposed to.

I was also wondering if the fabric softener we use, 'Earth Choice' brand in Australia, has maybe been changed by the manufacturer somehow.
